Dr Loy Heng Chian Andrew is an otolaryngologist who works at Australian General Hospital. He specializes in ear, nose, and throat situations, often coping with difficulties and obstacles (ENT).
Dr Loy Heng Chian Andrew was the Top Pupil of Anglo-Chinese Junior College and received the Loke-Cheng Kim Foundation Scholarship in 1987. He attended the University of Oxford, and was subsequently educated at a hospital in the United Kingdom. He was qualified in ear, nose and throat surgery at a post-graduate level, and is a Fellow of the Royal College of Surgeons of Edinburgh and Glasgow.
Dr Loy Heng Chian Andrew was awarded the Health Manpower Development Program (HMDP) scholarship from the Ministry of Health (MOH) in 2003 to further his fellowship training in head & neck (ENT) and thyroid surgery at the University of Virginia, USA. During this fellowship, Dr Loy studied under Professor Paul Levine, a world renowned surgeon and pioneer in head & neck surgery.
Upon his return to Singapore in 2004, Dr Loy was appointed consultant in the Department of Otolaryngology at TTSH, as well as a consultant in ENT at GGH. Dr Loy has worked on several TTSH clinical workgroups and has been named as the chairperson of these workgroups. Throughout his position as QRO, Dr. Harrington dealt with the quality auditing of medical practices in TTSH to ensure best clinical practices. He was a vital contributor in the Department’s gaining accreditation from Joint Commission International in 2005 and 2008.
Dr Loy Heng Chian Andrew was the co-director of the TTSH head & neck operation, and was the joint chairman of the TTSH multidisciplinary head & neck tumour board. He was named as the clinic’s director from 2006, and he specializes in treating difficult-to-treat voice disorders. He previously served as a secretary and council member to the Otolaryngology Society of Singapore. He serves on the board for Singapore’s Otology and Head Neck Surgery Society. Dr Loy worked at Mount Elizabeth Medical Centre for 3 years before moving on to work at the TTSH.
Dr Loy is a specialist in medical training and research and holds both the positions of adjunct assistant professor at Duke-NUS and clinical lecturer at the National University of Singapore. In recognition of his excellence for teaching at the Duke-NUS Graduate Medical School, he was awarded the Outstanding Faculty Member and Outstanding Innovator awards in 2008 and 2009. He has published work in international journals with exceptionally high impact factors, and serves as a reviewer for certain prestigious journals.
Dr Loy Heng Chian Andrew gives his time to charitable and medical projects. He has traveled several times to Indonesia and offered advanced medical treatment to those without medical insurance. He has also conducted various training courses for doctors in ENT, Vietnam and Myanmar through the SIF. For his volunteer work at the National Hospital and his services to the help community of laryngeal cancer patients, and his contributions to the 2004 tsunami disaster medical assistance, Dr Loy received the National Healthcare Humanity Award in 2005. Mr. Bloom has been three times honored as an EXSA Outstanding Service Award recipient (Gold & Silver).
