Dr Oen Tuck Soon Francis is an Eye and Vision Medical Officer. He is a Senior Specialist Surgeon in Cataracts and Complicated Eye Cases, and is an expert in Glaucoma.
An alumnus of St. Joseph’s College and Catholic Junior College, he received a public service scholarship to attend university in 1980. He graduated from the National University of Singapore in 1985 and earned his M. D. in ophthalmology in 1987.
Dr Oen Tuck Soon Francis received his Master’s of Medicine-Ophthalmology (M.Med) and was accepted into membership by the Royal College of Surgeons, Edinburgh (FRCSEd) and the Royal College of Ophthalmologists, UK (FRCOphth) (FAMS). He has a relevant medical history and worked with the Singapore Armed Forces, then later entered the Singapore National Eye Center.
In 1996, he was awarded an HMDP fellowship to research Glaucoma at Britain’s top facility specialized in that disease. Since returning to his consultant position in SNEC, he has participated in at least a couple of their research projects. He was a lecturer at a university and an instructor for the M.Med./FRCS joint exams.
Dr Oen Tuck Soon Francis was made Senior Consultant Ophthalmologist in 2003 and formally became head of the Glaucoma Service in April 2005, before stepping down in April 2008. He then returned to Singapore National Eye Centre on a part-time basis to provide specialized training for Singaporean Fellows and Residents. He is also a known Glaucoma Surgeon in Singapore.
